Shorts can't borrow your shares if you have a cash account, as they are settled and paid for. When you sign up for a margin account you agree that your broker can lend out all of your shares that were bought on margin.

For the ones locking in orders with cash accounts or shares not bought on margin, they do more harm to the price by making a wall.
