Chicago has always been broken...
there really isn't a fix...well, maybe a bulldozer and make people move...and National Guard deployment.
Side Note: 2020 looks to be a "Jubilee" platform for Democratic...forgive all debt, Free Healthcare, Guaranteed monthly government paycheck for all.
