No one needs to pay for Level 2. It's available free but for IPIX in particular and OTC stocks in general, it's very, very inaccurate. It's more for entertainment than anything else.

Most brokerages also have free level 2 on their streamers, for all the good it will do you (which is to say, very little if any).
As far as looking at a tape of the trades, you can find it right here at the Hangout, for free, though it is 15-20 minutes delayed. The link is in a blue rectangular box above the list of messages.
