The company needs to bring itself current and reveal what it's been working on, plus future plans for a price increase to occur.
Frequent communication is a key in generating a higher price point. That doesn't require an A/S increase.
If the trading volume has been new management or other insiders buying a current stake in the company that would probably be seen as a positive move. Also wouldn't require an A/S increase.
Lots of open questions right now based on the little that's known, but better to have a sliver of light than absolute darkness.
