Yup cash is King. I wonder if the commodity & financing entity that approached them on Phase1a is the same finance company they have been negotiating Phase1 with. If the pre build is a significant % of the original 50mil needed, the phase1 lender would have to reconfigure the lending contract for a lot less wouldn't they? Maybe the phase1 lender is in full support of the pre build because it was their idea. Maybe agreeing here locks in the balance of phase1 financing
