For national security reasons, I would perfectly understand any non-attribution of payments to ACS passed through to SFOR.
Uncle Sam likes to play his cyber security cards pretty close to the vest. The bottom line for me is SFOR's bottom line. It doesn't bother me not knowing exactly where in the Federal Government our IP is being used. I don't have a "need to know". As long as payments show up in the fins eventually I'm happy.
