They're raising funds, I believe this was first announced about a week ago. This is another filing in support of that effort. Dilution is very normal for a biotech at this point in it's development. Perhaps in the future they'll develop a partnership who's financing much of their development and eliminates the need for such funding, but until then, or until they have substantial product sales, it is to be expected and should be viewed as necessary to support all the trials they are planning to run.
