My own experience here in my little corner of the world is that cell phone use while driving keeps getting worse and I agree people aren't disconnecting even though they know its the right thing to do. We do have a law against it but it isn't a great deterrent apparently. To add to the problem we have a lot of foot traffic and those people are also on their phone. It's a mess. I can also tell you from personal experience that the phone is as distracting or worse than people report.
