If I were SIGO, and wanted to reward the believers and catch the doubters by surprise, I would do exactly what they are doing: quietly build the business, bring in the revenue, establish accounting processes and spend conservatively. Then, when the licensing is secured, clone production ramped up, and money in the bank to payback loans, they publish their results for a nice surprise.

Also, why would SIGO build a nursery to clear out Bay 6 if they did not secure the licensing to use it?
