Like I said in my Original post Bill did not renegotiate the debt, he simply stop filing. Debt cannot convert while in default. That is 100% true and can easily be verified.
Just like the ICO, I gave the number to the ICO board so others could call and verify Bill was removed from the board for unethical business practices. I can only give you the needed information to verify, I cant make you call.
