Yes. The studies are being conducted in hospitals and they operate according to their own timelines. It's possible that an outside contractor (OWCP) can negotiate beforehand when studies are to be completed. We pay the hospital fees to perform certain services in the study and they retain a percentage of the profits from any patents emanating from them.
