You probably mean because that amount wouldn't be offered, while I believe it is undoable because that low an amount wouldn't be accepted.
If P2b comes thru with great results near to biologics, I believe that indication alone is worth more than $10B as the revenues over the life of the patent would be over $100B IMO.
