Looks like a very crooked pump gone bad to me. He posted about the "new" twitter account before it was created, and claimed to have talked to Bill, which was a lie.

There was also a really pathetic attempt to P&D this in Feb, that I believe left the morons running that scam stuck with a few hundred million shares that they didn't want.

This may be them trying to unload them.
