Normally, yes, however it depends on the brokerages' policies. Some see stocks that are in the pinks as too risky for transfer. For example, I traded and hold QMC shares in Fidelity but switched to using TD when Fidelity blocked trades when QMC fell into the pinks. I began trading on TD instead and tried to transfer my Fidelity shares to TD but, despite being able to trade QMC there, my transfer request was denied "for my own safety". Doesn't make sense. I expect the situation will change when QMC come off the pinks.
