No, it wasn't. First of all most of what is in the dossier has been corroborated. Otherwise the investigation would have run into dead ends. It hasn't.
Secondly, the scope of the investigation goes well beyond the claims in the dossier. Ask Flynn, Manafort, Page and Gates.
