This was speculation on the part of message board posters. We don't know how many Aspire has or is selling. Total volume for the period of the 8M shares sold to Aspire was only ~6.5M so they didn't sell them all then. Aside from that they could be holding 0 to 15M (4.999% of the company) in reserve. We just don't know at any given time.

Because your interpretation of FINRA published short volume is...open to interpretation. I'll leave it at that as it is a discussion for another board and one I'm not interested in having.

The rule they just passed simply made permanent the one that was already in place since the recession crash about ten years ago. Day-to-day nothing has changed in law or practice aside from no sunsetting of the current law.
