OTC markets provides free L2 for MYDX, however, for some reason, you can't see ARCA on OTC markets L2. Better than nothing though:

When mobile, I find it easier to see if you can "request the desktop site" on your phone. Otherwise, you can open up a TD or Etrade account online for free and get free access to L2 without even funding the account.
I used to use scottrade when I first started out years ago, but had to use TD for L2...
