All efforts in increasing solar usage does not begin to reach the levels needed to mitigate global warming. Need 10x the investment or solar at much lower cost per watt.
According to the LA Times, new home costruction in California in 2017 was 88000 homes. There are millions of homes in CA not affected by the new law.
