Current share price is lower than current investors are willing to sell, especially in the quantity new big buyers need. I believe CEO will position new investors where they want to be, these specifically are investors he personally trusts that will aid in solidifying a new foundation, hopefully one that is above .01. I think the sizable number of shares available to sell will accomplish this goal, if this is the case.
