The link you posted clearly outlines that Glendale Securities will not accept OTC certs for Caveat Emptor stock. So Glendale is a no-go. Actually, even the boutique firms won't touch certs on distressed (CE) securities.
Brian, you might try Alpine, but note that they typically won't touch any certs if the total value is <$10,000 based on the previous month's average PPS. If I recall correctly, you certificate is more quite a bit less than their required minimums.
