He's not saying you can't trade NTEK, he's saying that TD will not accept certs or transfers from other brokerages. It is virtually impossible to deposit any OTC certs anywhere any more.

Brian Smith was the name of an NTEK Support rep at one time and is listed in the credits for the Ultraflix app.
It's also curious how that cert has this month's date on it if they aren't issuing any new stock...
