8th, it is not changing! The St louis "Problem" is local! We are divided county from city. There is no community. St Louis has the Murder Capital "rap" because we are divided. If the county and city joined, the homicide rate would plummet as the northside numbers would be absorbed in the real population figures, just as one example!
This started during the Civil War to control the Union hold on the river. It has only been in the last 15 years that the governor does not control the St Louis City Police!!! Up until then the mayor had no police force as it was controlled by Jefferson City!!!
No! Nothing is changing. It's getting worse and down town St Louis is a Ghost Town!!!

Me, I live out in the woods and I'm just fine!
