(b)(3) says "must be submitted no later than 10 calendar days prior to the effective date of the company action". To me, that says once all your paperwork is in, it takes 10 days for the name and symbol change, (what I'm guessing company action means), to take place.
The bottom line: the company needs to tell us what's going on with this name and ticker change. This is not something that falls in the category of things they can't tell us.
