I can hardly stand it anymore.

It could be that the IBR report is still deferred until Steve is back from his trip abroad and the latest development is included in the IBR report.
Then the update from Steve.
This update will probably contain some explanations of the IBR report.
Then almost everything would be complete.
My theory.
