If all BPs interested in B-OM tell each other let’s wait until IPIX runs out of cash, then they have the leverage. The problem is they don’t know who else is interested under the CDA. When there are competitions, leverage goes to IPIX.
It’s like if you are interested in buying an item on eBay. You can wait until the seller lowers the price, but you run the risk of someone else buying it first.
