FWIW Microsoft Azure has multiple Authentication pricing methods. One method is a block of 10 Authentications for $1.40. That is 14 cents per authentication and I would guess certainly not what volume pricing would pay.
In the PCI world I wonder what buying a block of 100k or a million authentications would cost.
