Because of the Federsl Government's budget fiasco payment to all vendors and suppliers wa delayed. As soon as the authorization bill became effective a Federal contracting officer (like I was) could then legally obligate funds and isdue contracts. ACS then could finally contract with any of the 430 Federal Agencies, Departments and sub-agencies.
Then they had to deliver the goods, our IP products, and invoice Uncle Sam. SFOR in turn would invoice ACS. So, we have to factor in a couple different billing cycles. The upshot of all this IMHO is possible mediocre fins on the 1Q18 as you correctly suspect. That is exactly why it is absolutely vital Mark PR a large deal on or before the relese of the 1Q18. If that deal is of consequence, we are golden!
