You are right that he has 1.5 billion shares of ONCI but he has publicly stated many times and even included in his annual disclosures that he will surrender 1.4 billion common shares and 30 million preferred shares upon FINRA approval of Hexagon Holdings (HEXA).
If FINRA approval never happens then I guess Steve is keeping his entire 1.5 billion shares of common and 30 million preferred shares.
The incentive for him not to get FINRA approval seems to be pretty well stacked in his favor.
