I don't mind that SIGO changes their mind on things. They are learning new information each day and it seems are trying to be frugal in how they spend money. I expect things to change often. If they weren't then how critically are they viewing the business each day.
If they can choose paths that gets 80-90% of the results; yet, defers big expenditures to down the road, I'm all for those kinds of moves right now. Getting SIGO to harvest 2000 plants every two weeks with their current 6-bays would be a great first achievement, and could generate 7-10 million over the course of a year.
For Bay 1 they just put the plants on the floor, no need for the boxes. SIGO learning to save money there too.
