There is no proof that Aspire is selling all shares it may or may not have bought.
We don't even know for sure how many shares may have been sold to them, because it is possible that the company may use shares to pay a vendor, as they have done in the past.
We have seen massive-quantity "sell" orders which disappeared when a buyer appeared. I myself have put in orders at the ask, and not gotten a fill.
Everything is speculation when we look at share price movements.
As far as low bids, I hardly think that they "encourage" market makers to fill them at low levels. Why would they do that? Are you saying that they would short stock to fill the orders when there are no sellers at that price? Why would they put themselves at risk like that? Or are you saying that they are naked-shorting it?
On the contrary, when we see significant buy orders at lower levels, those orders put a floor under the stock. I have seen several instances in the past few days alone where a buy order was displayed as the ask on the (inaccurate) "Level 2" and shortly thereafter, an order was entered at a higher level. The original order then jumped above the 2nd order (which was still below the ask). Rather than encouraging a lower price, the 2nd order encouraged a higher bid.
I don't think that one can draw the conclusions that you've drawn. We simply do not know. However, we can observe actions and comment on them as I just did.
By the way, once again there are multiple orders of which I am aware, that are NOT displaying on the "Level 2" either at my broker or at otcmarkets.com
We simply do not have all the information that the market makers have.
