I'm thinking this may have to do with ICBC, the largest insurance company in British Columbia... Vancouver is in BC also.
The following interview/discussion on 3/24/18 with Mark Milner of ICBC, tells me ICBC may be educating folks and publicizing now in advance of selling 'cTheRoad' or the BSafeMobile app :
