Couldn't there be situations where the company doesn't want competitors to know who is testing their products so for business reasons they do not want to PR every org looking at preclinical work?  If the preclinical goes good and actual clinical trials develop, then PR.  I am just asking, not trying to give the impression I know whether this is feasible or not.
