Try to be more logical with your statements.
A grant is free money to use for further development limited by whatever terms there are for the grant. That means if it’s for the N-Assay it can’t be used for petri plate production expansion.
Patent sale justification was stated as the proper use of resources for domestic sales and development expansion for both of their technologies.
Sales may be sufficient for operations but not for expansion at the speed desired. Reading the information on the equipment from Online Engineering shows a huge potential production increase. Would you like to see that take ten years or ten months? The amount of the published ask for European and China patents apparently would finance major expansion and development NOW. NOW is good.
