The Balance sheet being cleaned up to this point allows outside investors to invest with less worried. Into the Asset\Sub they prefer -
ELT is already a drug that has been in Trials it is in their opinion the quickest to a deal perhaps? Time will tell - more time that is.
ESS is probably next. But lets see if they get this one going first.
My guess is they annouce a CEO hire for ELTO and then we will see if they keep on track this time.
