If the FDA actually implements what Dr. Gottlieb is suggesting in this article, the time and costs for trials could come down dramatically.

As I read it, a new drug initiates a trial, and the trial keeps being modified as the clinicians determine how to best use the drug. As long as the drug is determined to have benefits and be safe, it's approved.
