IMO what is happening is politicians have give time for the big US companies to start or buy big cannabis plantations around the world, and is giving big pharma time to get patents so they can make all the money of medical uses.
Stevia, a healthy replacement for sugar was legal in China for quite a while it became legal in the US and Europe after Cargill had huge stevia plantations in China. Legality is all about the big boys that control our government getting time to monopolize.
