That is true but the change from a supplemental certificate to a flag air carrier certificate is not a big deal. Once you prove you can operate charter all would be easy with the FAA. One must show the DOT you have enough funds for scheduled service and some proving runs for the FAA. Much better then starting from scratch. Daily work out time, check back later, Cheers
