I think TD is covering his millions of dollars on Naked Short Shares and why we see the increase in volume.
But don't tell Biff or Rhonda that they are now the ones getting scammed. Shhhh !
TD pump TECO after the Belize announcement and sold at its peak and immediately shorted than told his sheep.
While some shorter's took an illegal but small profit TD held on and got greedy.
