Etrade addressed this issue on Twitter.
"This is the fix for Etrade Pro problems and it worked:
Clearing the cache for E*TRADE Pro. Closing out the platform, and click the icon to launch it again. Before you log in, select the settings icon in the top right corner of the login box, and select the option to clear cache."
