I believe that E-trade lets you trade shares before the new shares are issued, based upon what was discussed when the ticker change to JBZY occurred.
I also believe that the MM's are not tied up by the RS. They usually trade with shares they don't have. That is why you see them ratchet the PPS down so often. They can sell shares, that they don't have, at a higher PPS and then cover those shares by buying at the lower PPS.
