I will just add when the shorter 'buys back' returning the borrowed shares at their preferred lower stock price, that is the act of "covering" Like you said, when good news PR's hits and the stock price climbs fast, shorters are caught and will panic to buy back, which is referred to as a "short squeeze". Its coming IMO!
