I think you must be wondering if OWCP can register as a compounding pharmacy in a legal MMJ state. By doing so they may be able to sell their cream as a drug without FDA approval.

I don't know the answer to that but it's an interesting thought. My guess is the active ingredient must be considered an FDA approved drug, but I'm not sure of that.
