SIGO a little off on their schedule. They were to plant Bay 1 today. However, I believe I understand the rationale. I could ask, but its fun to guess, too, and then see if I'm right. 
The frugal move would be to start ordering the rack system and begin using that in the bays instead of ordering more of those milk carton box pallets they have the plants sitting on. Looks like they are moving the the milk carton box pallets out of Bay 2, perhaps to use in Bay 1. That's what I would do because I'm such a cheapo. Plus it makes some sense.
Besides, Bay 2 harvesting is happening earlier than expected (was scheduled for 3/12). That activity is more valuable anyway because it allows the extraction process to happen sooner.
