The world's largest securities depository, Depository Trust Company (DTC) has a Chill (restriction) on both $PDXP and $VICT. Brokers like Etrade use DTC to process and settle trades. Spoke to Etrade earlier, they told me that DTC will lift the restriction tomorrow at the latest.
