Frankly I believe the words that come from the head's of essentially all Federal Govt. Depts. involved in healthcare of any sort reflect the views of on person, the President. None want the ire expressed in his tweets, so they simply mirror his thinking at the time. If he changes his mind, for the most part so do they.

Certainly, they're listening to big Pharma and all their contributions to Politicians, but they know where to look for guidance, the President.

All this could rapidly change if big Pharma takes a position in cannabis based drugs, I don't know when it will happen, but the greater the acceptance of cannabis is throughout the world, the greater the likelihood that big Pharma will jump in with both feet.
