I'm very optimistic that it is not an ACS deal, for it references only SFOR, not ACS in the materials! I would think ACS would otherwise have taken top billing if it were thru them! You can remain skeptical, but most of us feel very confident this is proof that this reflects a direct interaction between IBM and SFOR.
