A small company like OWCP could make it very expensive for someone trying to pull off a hostile takeover. While someone with deep pockets could acquire sufficient shares to make trouble and changes on the Board, the Company, with millions of authorized but not issued shares, would have a number of options.

I presume Big Pharma could meet with the key players and offer them a lucrative employment deal........great research facilities, options, no longer deal with the Public, open check book, etc.........
Of course, no one trusts Big Anything anymore and such a move would create new pressures that come with Fortune 100 oversight.
