I think MMEX might have drawn on the remaining $385k available from Vista. The numbers get pretty close (201mil) if you rollup all their outstanding notes and issue at a 40% discount on the .006 listed as the baseline. You would be short by about $68k at the conversion rate. Penalties or interest?
