You make a good point and I respect it. I guess it is how you interpret the letter. To me, completed means signed and delivered and I feel the letter fell short of those things. I just want them to follow through on their word with no areas of grey left over like there has been for many years.

Without a doubt, real progress is finally being made though, and that is a HUGE improvement from last year. They are taking the right steps.
