Don't want to read too much into it and hope it is just matter of semantics, but the first sentence of the 6th paragragh is a little concerning to me:

"We believe in addition to the progress we have made, we will soon be closing with our partners that have commited..."

Reads like:

We believe we will soon be closing with our partners that have committed...

This sprinkles a little doubt on the 21 mil. Again, I hope it is just a weakly worded sentence.
